9.5.3.6 Objective: This
rule establishes the policy of the commission with respect to the delegation of
authority to represent the commission at out-of-state meetings, conferences or
hearings, and procedure to be followed thereunder.

9.5.3.8 Policy: It is the policy of
the commission that out-of-state absences on official business by members of the
commission or its staff be restricted to those that will advance the current
program and the functions of the commission.

9.5.3.9 Procedure:
Representation by any commission member or staff member at out-of-state
meetings, conferences or hearings shall require prior authorization by the
commission at a regular or other meeting, provided that if no meeting is
scheduled to be held in time for such action, the chairman is empowered to
grant such authorization in accordance with the policy set forth above.
